A career NCIS Special Agent and retired member of the Senior Executive Service: Leadership assignments included being the NCIS Deputy Assistant Director for Counterterrorism, Deputy Commander of the DOD Criminal Investigation Task Force, Chief of Counterintelligence Operations for the Europe, Africa and Middle East Division, Commander of the USS Cole Task Force, Special Agent-in-Charge, Director of the NCIS Training Academy, Assistant Director of the Federal Law Enforcement Training Center (FLETC), Méndez Principles Steering Committee, and Chair of both the High-Value Detainee Interrogation Group (HIG) Research Committee and International Association of Chiefs of Police (IACP) IMPACT Section. Author of Unjustifiable Means: The Inside Story of How the CIA, Pentagon and US Government Conspired to Torture and co-edited Interrogation and Torture: Integrating Efficacy with Law and Morality (Oxford, 2020), Interviewing and Interrogation: A Review of Research and Practice Since World War II (TOAEP, 2023), and contributed to International Handbook of Policing Crisis and Emergencies – The System is Blinking Red: Policing in the Aftermath of Terrorist Attacks (Routledge, 2024).
